Equipment that survives a working plan cycle
A forest division buys equipment that has to still be working when the next working plan is written. That changes what matters: sealing against monsoon humidity, batteries you can buy in a district town, and readings that a different officer will record the same way in five years.
The bulk of the requirement is navigation and measurement — GNSS handhelds accurate enough under canopy, rangefinders with angle compensation so slope distance does not enter a boundary record as map distance, and mensuration tools that give repeatable numbers across a decade of enumerators.
Beyond that, patrol equipment and camera traps for wildlife divisions, weather instruments for fire-season planning, and radios for camps working outside mobile coverage.
